Blocking is reserved for trajectories that cannot be recovered.
Agent failures are trajectories, not events
A long run rarely fails in one obvious step. Individually plausible actions accumulate into a departure, and by the time a step-at-a-time guardrail fires, the inference and the operator time are already spent.

Understand the trajectory
Every surface the run touches is read as one object, not as a stream of separable events.
Detect divergence
Each proposed step is measured against the authorized objective and your operating posture.
Correct and continue
The action is narrowed or retried under tighter constraints, then evaluated again.

A long run is corrected repeatedly, and each correction costs only the step it touches. Termination costs every step that came before it, so the same divergence is worth one step under steering and the whole run under a blocking guardrail.
